Government :
The type of Government in the Republic of Congo is Republic. New constitution adopted in nationwide referendum on January 20, 2002.

The branches of Government are as follows:
Executive-- President (chief of state), Council of Ministers (cabinet).
Legislative-- bicameral legislature made up of a Senate and a National Assembly.
Judicial-- Supreme Court, Court of Accounts and Budgetary Discipline, Courts of Appeal (Title VIII of the 2002 constitution), and the Constitutional Court (Title IX of the 2002 constitution).
Other-- Economic Council and Human Rights Commission. Administrative subdivisions: 10 departments, divided into districts, plus the capital district.

More than 100 new parties formed (but not all function) since multi-party democracy was introduced in 1990. The largest are the Pan-African Union for Social Democracy (UPADS), Congolese Labor Party (PCT), Congolese Movement for Democracy and Integral Development (MCDDI), Coalition for Democracy and Social Progress (RDPS), Coalition for Democracy and Development (RDD), Union of Democratic Forces (UFD), Union of Democratic Renewal (URD), Union for Development and Social Progress (UDPS). Following the June-October 1997 war and the 1998-99 civil conflict, many parties, including UPADS and MCDDI, were left in disarray as their leadership fled the country.
By 2002, many of the leaders had returned, with several notable exceptions--former Presidents Pascal Lissouba and Joachim Yhomby-Opango, and former Prime Minister Bernard Kolelas.

Chief of State: President Denis SASSOU-NGUESSO (since 25 October 1997, following the civil war in which he toppled elected president Pascal LISSOUBA); note - the president is both the chief of state and head of government

Cabinet: Council of Ministers appointed by the President.

Elections: The President elected by popular vote for a seven-year term (eligible for a second term); election last held 10 March 2002 (next to be held in 2009).

Rodolphe ADADA
Cabinet Minister, Minister for Foreign Affairs, For Co-operation and to Franco phony

Many times Minister in the Government of Ngouabi, Yhombi and Sassou I, this man beats the record of longevity in the Government is married and father of three children. Teaching Mathematics at the Univesity Nagouabi, Roiddolphe Adada is a very active member of the "Parti Congolasis du Travail" (PCI). He is well known to be the right hand man of the President of the Republic. This is what justifies his great importance, his omnipresence at a very sensitive post that of Foreign Affairs.


Rosalie KAMA/Born to Naimayoua
Minister for Primary and Secondary Education In charge of Literacy

Born on 14 November 1951 in Ouesso. She is married and mother of three children Ph.D Chemistry from "Universite des Sciences of Techniques de Lille" She is holding diploma in teaching of scientific discipline from "Universite Claude Bernard" of Lyon. At present Mrs. Kama is Principal of "Ecole Normale Superieure de I'Universite Marien Ngouabi" where she is Master Assistant and permanent teaching researcher. Specialization: astomistique and chemical interaction level III, teaching science at level II, III, IV and V. At her credit are many publications of which: "Deshydrohalogenation en phase vapeur d'halogenures d'alkyles sur t. butylate de potassium supporte sur silice; Note sur l'etude regorspecifique des trisscylglycerols de l'huile de la pulpe de safou". She has participated in many international conferences on science and education.


Isidore MVOUBA
Prime Minister, in charge of Governments Co-ordination Action and Privatization.

Born in Kindamba in the Pool Region in 1954. He is Engineer of Railways, since 1977 he is with Congo Railways and Ocean. Isidore Movouba is a militant, active and follower of the "Parti Congolais du Travail (PCT) of which he is a member of political Bureau and first secretary of the youth (UJSC). He has occupied many positions of which Director of campaign of candidate Sassou Nguesso in 1992 and in 2002. He is responsible for making an opening towards the youth for the head of State. Director of Cabinet of the Head of State from 1997 and 1999, then minister for transports, of civil aviation and merchant navy till the creation of the last government team. The person has manifested his fidelity of Sassou Nguesso in 1993 by refusing the offer of Pascal Lissouba, then the President of the Republic to appoint him as Minister of Commerce.


Yvonne-Adelaide Moundelle-Ngollo

Minister of Commerce, of Supplies and for procurements

Born on 5th May 1944 in Brazzaville, Married to the present Commissioner of Brazzaville region, General Benoit Moundele-Ngollo, she is mother of two children. Mrs. Yvonne is qualified in Economic and Social Administration, in Law of Public Enterprises and in Management of Public Enterprises. Former member of the central council of URFC and member of national executive bureau of Club-2002, Mrs. Mundele-Ngollo has guided the Hydro-Congo society from 1977 to 1999. She is also member of the follow-up committee of the convention for peace and the reconstruction of Congo. This lady with has a character devoted to a positive ministerial ambition. Particularly: define a new politic in her competent domain; reorganize and create new directives; strengthen the capacities in intervention and humanism. Isidore MVOUBA
Prime Minister in charge of Government's Coordination of Action and Privatization.

Isdore Mvouba is born in Kindamba in the region of pool in 1954.
He is Engineer of Railway. Since 1997 he is at the service of railway of Congo and ocean.


Emilienne Rraoul
Minister for social affairs, of solidarity of Humanitarian Action, of War heroes and Family.

Matingou emilienne Genevieve is her maiden name; she is mother of two childern and vidow of late Alfred Raoul, General of the Congolese Army.

Born on 7th January 1945 in Brazzaville, Emilienne raoul teacher and researches and master assistant at the " Universite Marian Ngouabi" With Specialization in human Geography. Holding Phd. of 3rd Cycle from the "Universite des sciences et techniques de Lille (France) Mrs Emilienne Raoul has authored many Publication of which:" Strategies alternatives de lutte contre la pauvrete au Congo" (Alternative strategies to fight Against poverty in Congo) in 2000. Jean Claude GAKOSSO
Minister for Culture and Arts, in charge of Tourism.

Born on 25th July 1957 in Inkouele (district of Gamboma) in the Plateau region, Jean Claude Gakasso teacher and researches and master assistant at the "Universite Marien Ngouabi: Phd from the "Univarsitede pantheon Sorbonne" Paris (France).

He is married and father of 4 children.

Former advisor to the president of the republic in communication he himself took up the responsibility to give again the importance to Congolese culture and to the persons who have founded it, to develop tourism particularly around natural sites; to get the Congolese and others revive their love and curiosity for the Congo; modernize the hotel infrastructures. Jean Claude Gakosso is a keen painter and love music; a frequent visitor to museums and archeological sites; loves discovering cities of the world, making pick nick and visit rural region and making sea voyage; reading books. He is an admirer of Greco-roam architectures. He has authorized many publications of which 'la nouvelle presse congolaise: du goulag a l'agora" published by Harmattan.
